FLA chairman: Dalling’s terms were part of legacy contract

Colonel Audley Carter, chairman of the Firearm Licensing Authority (FLA), has defended his action in awarding a contract to the public body’s chief executive officer (CEO), Shane Dalling.

This latest development comes against the background of Auditor General Pamela Monroe Ellis’ annual report to Parliament that flagged Dalling’s contract as breaching the Government’s guidelines.

In a Gleaner interview on Monday, Carter said that when he recruited Dalling for the job as CEO, “deviation” of government rules was the furthest thing from his mind because he knew that the previous contract had similar provisions.

In her 2021 annual report, Monroe Ellis said that the termination clause in Dalling’s contract is not in keeping with the Fixed-Term Contract Officers Policy Guidelines issued by the Ministry of Finance and the Public Service.
